Impacts and challenges of 21st-century agrarian reform

Abstract

Prior to the 2001 agrarian reform, the agricultural situation in Venezuela was characterized by a series of historical and structural challenges that profoundly affected the agricultural sector. Since the early 20th century, with the discovery of oil, the Venezuelan economy shifted its focus to the oil industry, relegating agriculture to a secondary role. This shift in economic focus resulted in a significant decline in agricultural investment and development, which weakened the country’s productive capacity. The 1960 agrarian reform attempted to address some of these problems by redistributing land to approximately 200,000 peasant families. However, this reform failed to substantially transform the structure of land tenure or improve the living conditions of the rural population. The lack of adequate financing, shortages of inputs and machinery, and problems with security and smuggling continued to be major obstacles to agricultural development. Furthermore, Venezuela’s dependence on food imports increased, with the country importing most of its food needs from nations such as Colombia and the United States. This dependence reflected the inability of the domestic agricultural sector to meet domestic demand, exacerbated by economic policies that did not favor local production.
