Emerging educational policy: smart universities with social relevance

Abstract

In this time of changes, educational centers are required that make consensual decisions, delimit competitive strategies, improve, in a society that demands responses to transformations; this essay emerges from doctoral studies in Education Sciences at the Universidad Nacional Experimental Simón Rodríguez, Barquisimeto, Venezuela; subscribed to the Organizational Learning Research Line; its objective is to argue the management of change for the projection of an emerging educational policy regarding smart universities with social relevance, in the Venezuelan nation; it consists of an introduction, a preparatory speech to discuss what, why and how production is formed; an argumentative development of meanings, with analysis and interpretation of the information supporting the need for the suggested policy, projecting the university centers as self-organized, self-governed organizations that continuously learn; then final considerations of this scientific product, but unfinished reflective approaches on the importance of designing, developing and implementing said policy, the conditions and roles of educational actors, making evident the transformation in institutional structures; Since its change towards active nuclei, detached from managerial rigidity, promotes collective, creative and innovative production, teamwork management, cooperation, synergy; it enhances the autonomy of human capital and the freedom of action that the State must provide for principals and teachers; finally, the list of the references consulted is presented.
